Yes, technically the rules require a supplemental nomination. I have been considering creating a sort of "Featured topic speedway" (that just requires one delegate to glance it over) for these sort of standard things, but have not done so as of yet (it seems I'm alone in caring about these sorts of things!). I'm doing what I can! Keep in mind that one of the delegates has promoted/demoted a single topic in the past year, and the director has done less than half as many as me in that time. I like to help out there, but considering I've become the de facto sole overseer, there's a lot to do, and it takes quite a bit of time away from my actual content creation...
