Comment: I don't think that 2600:1700:8B60:CA00:3DB2:836C:D375:FC2E (talk·contribs) has the proper license to submit this image, since it comes from Youtube (ytimg.com is the Youtube preview thumbnail server) According to Youtube's term of service, extracting the image to use separate from a Youtube link is not allowable. This is the current logo for KWQC-TV6, the NBC affiliate in Davenport, IA. The logo on the current page was never an official logo and is not accurate to the station's branding.

A simple reverse-image search finds https://warwick.ac.uk/services/library/mrc/studying/docs/feminisms/, which shows that the image was published in July 1895. So unpublished is out the window. There may be enough information to establish a public domain claim for another reason through.
From a US perspective, the work is in the public domain as it was published before 1925. That's a good start.
The UK doesn't have a cut-off date like the US though, so we have to do more analysis. The newspaper says that the author is J. Hindle. A known author and a 1895 publication date for a photograph puts us in the "70 years after the death of the author" requirement. I wasn't able to find a reliable source for a date of death, but since the image was published 125 years ago, {{pd-old-assumed}} applies.

Comment: I'm inclined to decline this because of WP:NFCC#2 and WP:NFCI as the Times commerically licenses their image collection. I'll leave this open for a week for additional comments though. --AntiCompositeNumber (talk) 02:19, 6 January 2020 (UTC)
Not done The general rule of thumb as far as I'm aware is at least six months after death to allow for free images to emerge. Possibly also WP:NFCC#2 issues as above. GMGtalk 21:19, 15 January 2020 (UTC)
