@Tom the Bergeron: - you're talking to a bot. The file page needs to be updated with the appropriate licensing information, as the bot specifies. The image you uploaded is a pretty major color change, and is also smaller than the original file. If you wish to upload the file, I recommend you re-upload the file as an independent one, while making sure to cite the original file source and author. Just a note to let you know that I reverted your edit. Of the photos from Cannes, #3 would be preferred for the infobox as this is the image that identifies an article's subject.
