Editing and Submitting edit

I was wondering about submitting edits. I am working on the edits for an obituary, George Southworth. It was declined and as I work on the edits for re-submission, I have to step away and come back to it this week. When I edit in the past, going into the article to re-access it, my work is gone. Can I submit my edits without it being completely finished? If not, I will do my best to get all the citations and edits in at once.

Additionally, some references and citations are hard-copy scans and copies of previously published journal articles, pictures of Southworth, and a photo of his holy bible he received from the Ernie Pyle Memorial Scholarship Award ceremony. It is Pyle's original bible. Am I able to upload these images with captions and citations, even though the work is not my own?

Hello, it would be better if you wait till your edits are finished before submitting, or it's likely to pile up a series of rejections. He sounds notable to me, but it needs many more references to verify what's written here. Thanks for your work on this, and best of luck to you with the article.
