@Siddiqimax: Aks-e-Ahmad would be a primary source for it, and thus it doesn't add to notability. We'd need to have multiple, independent, and reliable source that significantly disuss Qari Tahir Qasmi and his works. These could be on internet, in print, in English or any other language.
