You're blocked for vandalism, and I see no vandalism. (And I appreciate the contrition.) However, I do see disruptive editing. The disruption You have been editing destructively (particularly this edit). This may have been vandalism, though it might just have been carelessness. That aside, you've been editing disruptively. The disruption has two elements:
  • You were (re)adding an article draft. The page you were editing is a compilation of suggestions for articles, not drafts for articles.
  • You were quickly re-adding material. (See Wikipedia's policy on "edit warring".)
Sooner or later, you will be unblocked. Until then, ponder this: You, calling yourself Jose Augusto Bittencourt, are keen to create or have created an article on Jose Augusto Bittencourt. That the names are the same raises a question:
Are you in fact Jose Augusto Bittencourt?
If you are him, then your article about him would be an autobiography. Wikipedia does not want autobiographies.
If you are not him, then you are violating user name policy.
If Jose Augusto Bittencourt merits an article in Wikipedia, then somebody independent of him will eventually write one. Trying to explain briefly: At first, I did not notice there was a major formatting difference between submission of an Article Draft (which I had already prepared, but was declined) and a Request (suggested to me by the reviewer), which resulted in replacing some typed data in the wrong places in your site. This misunderstanding was due to the fact that it is not clear, in your site, how to proceed in formatting and where to properly place a Request for an Article. Also, I was not aware that Wikipedia is so strongly reluctant about inclusion of Autobiographies. I believe my attempt to contribute to Wikipedia ends here.
