Emptying categories

Hi there. I noticed that you recently removed a number of video-game tie-in novel pages from various "Novels based on Foo" categories based on the categories being small. I have reverted these removals, for two reasons; first, WP:SMALLCAT contains an exemption for categories that are part of an established category tree, which the subcategories of Category:Novels based on video games are; and secondly, because the manual removal of pages from a category followed by the blanking of the category page, or tagging of it with {{db-c1}}, is considered to be a category deletion out of process.
