Non-free image use in drafts edit

Hi E77. The licensing of each image you see on Wikipedia is determined by it copyright status and not every image file you see on Wikipedia is licensed the same. Some files are licensed as public domain or licensed under a free licensed suitable for Wikipedia and these are often collectively referred to as "free images". Other files are licensed as non-free content because of their copyright status and these file are commonly referred to as "non-free images". Non-free image use is highly restricted and each use of such an an image must satisfy Wikipedia's non-free image use policy.

One of these restrctions is WP:NFCC#9, which says that non-free content can only be used in the article namespace. This means that non-free image files, etc. should not be used in drafts as explained in WP:DRAFTS#Preparing drafts which is why I have removed File:Order of the Arrow.svg from Draft:List of Order of the Arrow Lodges. Perhaps you did not notice the edit sums I left the previous two time I removed the image; therefore, I'm posting this here to provide more explanation. Please do not re-add this file again.

I understand you are a new user and mistakes by new users are understandable; you have, however, been informed of your error twice before and continuing to make the same mistakes over and over again is not acceptable. Adding the file to the draft is clearly in violation of relevant Wikipedia policy and doing so again may lead to an administrator being asked to get involved, which in turn may lead to your account being blocked from editing.

Once the draft has been approved and upgraded to article status, the file can be re-added; however, per WP:NFCC#10c, you will need to provide a non-free use rationale explaining how that particular use of the file satisfies Wikipedia's non-free content use policy.
