Guideline and policy news

• Following an RfC, the administrator policy now requires that prior written consent be gained from the Arbitration Committee to mark a block as only appealable to the committee.
• Following a community discussion, consensus has been found to impose the extended-confirmed restriction over the topic areas of Armenia and Azerbaijan and Kurds and Kurdistan.

Technical news

• The Vector 2022 skin has become the default for desktop users of the English Wikipedia.

Arbitration

• The arbitration case Armenia-Azerbaijan 3 has been opened and the proposed decision is expected 24 February 2023.
• In December, the contentious topics procedure was adopted which replaces the former discretionary sanctions system. The contentious topics procedure is now in effect following an initial implementation period. There is a detailed summary of the changes and administrator instructions for the new procedure. The arbitration clerk team are taking suggestions, concerns, and unresolved questions about this new system at their noticeboard.

Miscellaneous

• Voting in the 2023 Steward elections will begin on 05 February 2023, 21:00 (UTC) and end on 26 February 2023, 21:00 (UTC). The confirmation process of current stewards is being held in parallel. You can automatically check your eligibility to vote.
• Voting in the 2023 Community Wishlist Survey will begin on 10 February 2023 and end on 24 February 2023. You can submit, discuss and revise proposals until 6 February 2023.
• Tech tip: Syntax highlighting is available in both the 2011 and 2017 Wikitext editors. It can help make editing paragraphs with many references or complicated templates easier.

False title in cited source

Greetings. On 9 February 2023, you added this information in the European Super League article. However, it seems that in citing The Guardian article (with this link) you posted up its title as "European Super League’s new vision: up to 80 teams and all places on merit," while, in fact, the article carries the title "‘Alternative reality’: European Super League’s new vision greeted with scorn." Could you explain this, please? Am I missing something? -The Gnome (talk) 17:59, 9 February 2023 (UTC)

Non-free image reduction that made the file more than twice as big?

File:Tannenberg Bold.png The effect seems trivial but just out of curiosity:

1. Why did the bot do anything with a file that I had already reduced to 379 × 303 (17 KB) (0.11 Mp, so yes > 0.1 Mp but trivially so. Should you add a "marginal improvement" filter?)
2. How did the "reduction" (to 353 × 282 (46 KB)) manage to increase the file size?

But I was bothered enough to upload a tighter crop of the original . It is now 332 × 297 (16 KB). So I'm happy to drop it now unless you need to understand why the bot made a bigger file. --𝕁𝕄𝔽 (talk) 14:11, 22 February 2023 (UTC)

There is a marginal improvement filter of 5%. The pixel change from the original was 14%, so it continued.

Regarding the file size, it's probably one of two possibilities. Due to previous issues, the bot first converts 1-bit B&W, 8-bit B&W, and paletted 8-bit pixel images to RGBA before resizing and converting it back. The second is that after a previous discussion, DatBot uses the maximum quality setting, which is generally discouraged as is explained in that section. Sockpuppet Investigation

There are three sockpuppet investigation which are opened. 1: Wikipedia:Sockpuppet investigations/Whybob19 2: Wikipedia:Sockpuppet investigations/Hilola Jurakulova 3: Wikipedia:Sockpuppet investigations/Panpanchik

The first investigation is by me in which I wrote "All first four accounts are created in interval of 2-3 hours at the same day and I think that they all are about same user because they all regularly create unsourced and one sentence articles about towns and villages in Uzbekistan.", second is by User:Bbb23 in which he wrote "Generally, this involves the creation of drafts/articles on Uzbekistani topics, mostly places and mosques. There are a slew of users who create the drafts, and then usually the master or Dilshod's project move the drafts to article space. The master and Dilshod's project also create pages on their own, and sometimes the other users also create pages directly into article space on their own. Occasionally, the master and Dilshod's project edit the same pages. With the exception of the master, all of the accounts were created at roughly the same time. I'm requesting a check to confirm and also to look for other accounts. I found most of the suspected socks from following the history of the pages in the masters and Dilshod's project's history, but I don't think I found all of them." and third is by User:Onel5969 in which he wrote "Okay, not sure exactly what this is, but these 6 editors, 4 of them created in the last day or two, went on a stub-spree today. Each of them created about 20+ articles on Uzbekistan subjects, using the exact same sourcing and framework. Not sure if its the same editor or not, but I thought perhaps it might be worth taking a look at. I'll provide a link to one article from each of them, but as I said, if you look at their contributions, each did quite a few. Here are the articles: To'xtaboyvachcha Mosque, Tillasheykh mosque, [Qambarboyvachcha uy Mosque]], Chor Xaros Mosque (although that one's a little bit different, but same subject matter from a recently created account, but it's their only creation today), Uzun Hovuz Mosque, and Tinchob Mosque." and the similarity of these all three investigation is that the suspected users of this investigation creates articles related to Uzbekistan which means that this all investigations is about one subject and should be merged.

I see you wrote the same thing on Spicy's talk page. At this point I don't see the need for a check—it's clearly different users participating in IbratWiki.
