I have to apologize edit

I have to apologize, because obviously I was not clear in what I have been saying. The only rule involved with becoming confirmed is that the user create an account and edits. They must make a minimum of 10 edits and wait at least 4 days. This is when the software will automatically confirm them. The community set these standards. An administrator can override and confirm someone without meeting these two requirements if in their judgement the editor has given a reason where it would be beneficial to the encyclopedia. In your case the reason given for requesting confirmed rights is to upload pictures and put them in a page that is not ready for the encyclopedia. In my opinion that is not a good enough reason to ignore the community's rule. That is why I said that you should continue to work on the article, by including references that support the existence of the country and establish notability. I was trying to point you to what the community expects in an article, pictures are a nicety, references are a must have.
