Admin powers? Hmm, off the top of my head we can grant rollbacker status to other users, delete pages, protect them, block and unblock users, and that's it I think. In terms of position-related abilities, we enforce ArbCom decisions if necessary and also mediate disputes that pop up.

Now, templates: it depends on the type of template you are trying to create. If a similar type already exists, I'd suggest copying the source code and playing with that. To get a little more techinal about it, it reverts all edits made by the last user to a page. Even if the user made ten edits, clicking rollback reverts them all, or it could just revert one. Also, about {{block}}, I doubt it actually worked, as users don't have the power to actually block; also, the template is just a template, so it wouldn't have any effect. I don't really think we have any... WP:SIG only has recommendations, no real restrictions. I'd say guidelines are more community-imposed; nobody wants to see a gigantic, flashing signature, so if you have one of those people will complain to you. Speaking from experience, never do anything big without consensus; WP:BOLD applies only so far. Rivers

The problem is not Wikiproject Romania. The problem is rivers in general. I was working in international aid in cases of emergencies, many related to water related disasters. This concerns not only Romania, but also other countries such as Kyrgyzstan, Bangladesh, several African countries a.s.o. In none of the countries where I had to provide help did I have reasonable information about where the disaster occured. You generally find out that a certain river has flooded some area, but it takes forever to find out where that river is - and sometimes you even find out that there are two or three rivers with the same name and that you sent the supplies to the wrong one. Time is important. For instance, I remember one occurence when I was working in Bangladesh. People had found refuge on a dyke surrounded by flood water. Wildlife, such as snakes, had obviously also gained high grounds. There were more people dying by snake-bites than of other diseases and we had to send the antidote shots as fast as possible. I had the medicine, I had the boats, I had the staff but I it took ages to find out where to send everything.

For me the issue is not to provide information to a scholar who sits at his desk and writes a book on a water related topic. It is also not to help a kid write an essay for school. If properly used this information can save lives. And it is not easily available - there is no site which copiles this information in a systematic way.

If I had a choice I would have started with Bangladesh. Unfortunately I can't read the Bengali alphabet. I started with Romania, because they recently had bad floods. But this should be done for all countries.

Basically, you get to test stuff out in them. Most users make their own sandboxes to work on articles in, before they create them in the mainspace; other users may experiment in sandboxes, using them to test new templates or such. Yeah, I say keep the little banner. It really isn't harming anything. IMHO, anyone who can't take a joke on a user page should probably examine their priorities with Wikipedia. Making Wikipedia as dull as possible only drives away creativity. Who knows? maybe someone will come up with something else for the "new messages" banner? That would work better?!? Furthermore, as an example of something with a little more in-depth humor, check out this page and tell me if you would want this chemical in your city's water supply?
