You probably need to clarify some things first. Is the artist or musician yourself or someone you know pretty well? Before you attempt it, you should be aware of the policies regarding conflict of interest editing.

The way to start writing an article like this is to assemble a few good references that can be used to satisfy the notability criteria found at WP:NMUSIC. The references need to be independent of the subject (that is, not published by the subject or anyone in a position to be influenced by them), not an interview, press release, or mere passing mention. They need not be on the web nor necessarily in English, but they do have to be published and verifiable.
