I'll grant you that "promotional" may not have been an optimal word choice, particularly for an organization with goals as noble as this.

However, what you submitted was... it was basically a press release. You nudged it a little way towards being an article —-- some wikifying, some external links to news articles —-- but in the end, it was still a press release. Okay. Sometimes, when people ask to have deeply-flawed articles restored to their userspace so that they can edit them... they just wander away and leave the deeply-flawed version sitting untouched in userspace.
