Fair use rationale for Image:Atradius.gif

Image:Atradius.gif is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. A tag has been placed on User:Atradius, requesting that it be speedily deleted from Wikipedia. This has been done under the criteria for speedy deletion, because the article seems to be blatant advertising which only promotes a company, product, group, service or person and would need to be fundamentally rewritten in order to become an encyclopedia article.
