Nacido en Madrid en 1942, entre 1960 y 1965 cursó en su Universidad estudios de Sociología y Ciencias Económicas mientras, a partir de su interés por el dibujo y la pintura, se iniciaba en el diseño gráfico, un capítulo insólito por no decir inexistente en esos últimos años de la dictadura franquista. En ese periodo fue «compañero de viaje» del PCE, aunque nunca militó; fue uno de los fundadores de la Editorial Ciencia Nueva y diseñó la portada de la revista Nuestra Bandera.[3][4] También presentó sus primeras exposiciones de pintura en Turín y en Milán.[5]
Participó en los primeros pasos del “arte conceptual”, que en el inicio de la década de 1970 organizó en España la Galería Redor.[6] Hizo sus primeras exposiciones en 'espacios alternativos' y continuó mostrando su obra en Europa (Italia y Alemania); también estuvo presente en la Bienal de Venecia de 1976 junto con Tàpies y el Equipo Crónica. Dos años después fue invitado en la Bienal de París para exponer en el Petit Palais junto con Antonio Saura. Su última aportación al «idea art» tuvo lugar en la Galería Alexander Iolas de Nueva York en 1979 con el proyecto antológico denominado Leer la Imagen 3.

He was known for being the architect of the labor market reforms in the 2000s titled Agenda 2010, under chancellor Gerhard Schröder. The labor and welfare reforms have been credited with reducing unemployment and contributing to Germany's growth.[7] He was credited with the merger of the ministry of economics and labor in order to implement the Hartz I through IV labor market reforms. However, the reforms did create a lasting rift between the leftists and the centrists at the SPD.[8]
Four years later, the call came from Berlin: SPD Chancellor Gerhard Schröder (right) enthroned Clement as super minister with the merged ministry of economics and labor in order to implement the Hartz I to Hartz IV labor market reforms.

Turner was ranked 18th out of the first 20 Prime Ministers of Canada (through Jean Chrétien) by a survey of Canadian historians in 1999. The survey was used in the book Prime Ministers: Ranking Canada's Leaders by J. L. Granatstein and Norman Hillmer.[13]
Turner was appointed a Companion of the Order of Canada on October 19, 1994, and was invested on May 3, 1995. His citation reads:
He became Canada's seventeenth Prime Minister, crowning a distinguished parliamentary career during which he held several key Cabinet portfolios. Parallel to his political life, he has been a respected member of the law profession and supporter of many charitable organizations, in particular Mount Sinai Hospital and the Community Foundation of Toronto. His passion for his country is admired by all Canadians.[14]
