Hello there. Having just opened an article on Sir John Scott Lillie, I now have a strong suspicion that the 'Mr. Lillie' in your article is he. JSL took out lots of patents relating to engines and 1816-1839 fits rather well with his dates as he was invalided out of the army on half pay in 1816.
