This article strays off topic after the second paragraph. The title is "Violence against women in New Zealand", yet the third paragraph starts "Data on domestic violence against women in New Zealand ..." and after that it mostly discusses the different subject of domestic violence in New Zealand, as well as intimate partner violence and family violence. The article conflates violence against women with domestic violence and intimate partner violence and strays into family violence but doesn't explain the gender inequities alluded to in the lead section where those other topics are not a factor. I am not saying that the existing content is worthwhile, just that the content that should be here is simply missing. Moving everything after the second paragraph to a different article title, such as Family harm and violence in New Zealand could resolve the off topic problem but is a near fatal move for the topic under discussion.
Also, data and research on "violence against women in New Zealand" is difficult to come by and is dominated by domestic violence research. This is further complicated by legislation related bias, with some offences that are not gender neutral being used as proxies for all offences against women, as well as a lack of a clear definition about what you is considered violence in New Zealand. The allegation that "Data on domestic violence against women in New Zealand is scarce." needs a far better explanation and citations for who is making these allegations. Otherwise this is merely editorial bias and supposition. Part of the issue is that violence, be it against women or men; domestic, family or otherwise, is not always reported to the Police, who do compile and publish the data they have. So the issue is not the scarcity of data but the under-reporting by victims. The NZ Ministry of Justice is now surveying crime victims annually and their latest research suggests many victims don't even recognise what is happening is a crime, so choose not to make a police report. Police produce the data that is reported - but somebody else needs to analyse it and that is original research that Wikipedia editors cannot do.
