I've stated that Fang's term as acting chairman ended in Dec 2012, based on the election as chairperson of Selina Chow (referenced [1]), although his appointment in September was reported (SCMP, 18 Sept) as "for a month, until a permanent replacement is elected". So there is a slight possibility that he wasn't acting chairman in December, when Chow took up the full job. But it seems extremely likely. Who else would take it?
