There were two X class locos in the Victorian Railways. This was the first. The second was a desiel loco. See... http://homepage.idx.com.au/austrain/Xv2.htm I am not sure how this should be handled.

In actual fact there were at least three VR "X" classes, the other being class of 0-6-0 goods locomotives from the 19th century.
The key point to note regarding the article about this steam locomotive being titled Victorian Railways X class is that VR's 20th century steam locomotives were designed for VR only. With a few exceptions such as the sale of 10 N class locos to the SAR, they did not appear on any other railways. The VR's diesel locomotives on the other hand, were often off-the-shelf locomotives that were sold by GM EMD worldwide. For example, the VR S class, NSW 42 class, and ANR GM class diesel locos were all basically the class of locomotive, a GM EMD A7.
I think the logical way to approach diesel locomotives (not just the X, but also the various other classes) would be to continue the approach of listing the locomotive by model number as per the page List of GM-EMD locomotives (virtually all VR diesels being GM products). Some classes are already there (eg EMD G8, a.k.a. the VR T class diesel) and all that is needed is to include in each page information on the railway systems that ran this model of locomotive, as has been done with EMD SD40-2. The X class steam locomotive page could feature a redirect for the X class (diesel) to its relevant EMD locomotive model page (from memory, the X is a GM EMD G26C and noone's yet created the page!)
