Incorrect statement

"Account holders at member institutions do not pay ATM usage fees for using ATMs of any other financial institution within the network."

This is not true. The other ("Foreign", ATM Owner) institution does not charge a fee. However, the cardholder's institution may.

See https://www.easternbank.com/site/personal/banking/services/pages/sum_faqs.aspx for an example, and SUM's own FAQ https://www.easternbank.com/site/personal/banking/services/pages/sum_faqs.aspx, "Can my financial institution charge me a fee for using a SUM ATM?"

The Wikipedia ATM usage fees article defines these fees as inclusive of fees charged by the ATM owner and card issuer.

SUM does prevent the cardholder from being charged ATM Owner surcharges.
