Meaning of "panel"
editIf this article is intended for the benefit of people who don't already know the answers, we have to provide helpful information to them. editThe more I read of this, the more I am appalled. Why was Plymouth a significant railway centre? The article doesn't bother to tell us.

Re-assessment
editI have re-assessed this article as C-Class, because there are a few too many citations missing. It is very close to B-Class. Note that B-Class does not require every sentence to be verified, but there are a few sections or paragraphs of this article that have no citations.
