Confused about use of 'XX' and 'XXI'

Does this refer to 'twentieth century' and 'twenty-first century' respectively? As in the sentence, ""Pro Knigi" ("About Books") was supposed to be the keeper of traditions in the bibliophile periodical press of the beginning XX." Happyphenol (talk) 15:56, 5 February 2015 (UTC)Reply
