correction needed edit

"Oh won the Seoul Mayor by-election in 2021, he returned as Mayor of Seoul in second term to handling COVID-19 for 15 years of his first mayoralty."

what does this mean? those who do not know proper grammar of a language should abstain from writing in the language. the example above is a perfect example of terrible, incoherent "English".
