Clean up and Globalise edit

The article is more written as a sort of self-help guide or something else which Wikipedia is not. It should be more of an encyclopaedic description of military education and training. I am not sure if this might perhaps even have been copied from some US Army ex serviceman page or something like that. Also it is completely US centric and therefore needs to be globalised. International Military Education and Training edit

This subject should be split from the generalized article "Military education and training." "Military education and training" only outlines very generic topics related to the training of indigineous military forces, whereas International Military Education and Training (IMET) is a specific bilateral and multilateral program directed by the U.S. Department of State's Political-Military Affairs Bureau and executed by the U.S. Department of Defense. Projects under this program include, but are not limited to, invitations for officers from foreign countries to attend various military schools in the United States, such as the Army War College or the National Defense University, as well as providing funding for trainers to travel to foreign countries to provide specific, localized training.
