Assessment as Start class for WikiProjects

I have assessed this as a Start class article because it is only starts to address the subject. Firstly, the article reads more like a biography, not an article about a manhunt. There is no summary of the article before the first heading and the first clause of the first sentence is tautological and redundantly worded. The second and subsequent sentences should be in a separate section because they form a potted biography of events leading up to the start of the manhunt. This manhunt is ongoing, and the coverage that can be provided by this article is not going to be complete until the manhunt is over and the subject of the manhunt is found and then held accountable for his criminal behaviour.

Additionally, consideration should be given to moving this article to the subject's name, because I am not sure the subject is sufficiently notable to warrant an article just about the manhunt, when it could be part of a biography. Wikipedia appears to have only two other Manhunt articles for notable people, namely Joaquín "El Chapo" Guzmán and Osama bin Laden and they both have biographies in addition to articles about their manhunts. An article named for a particular subject should be written about that subject, in this case, the manhunt. So far, most of this article seems to be devoted to the subject of the manhunt, not the manhunt itself. Thanks for the assessment. For the sake of the privacy of his family, however, I would not create a biography of him until he is convicted. Although the name of his partner can easily be found online, for instance, she is anonymised in most newspaper articles.
