Gibson does not explicitly say that Konrad is following Taoism in the novel or otherwise. The two cited references are third party. The one reviewer mentions it in passing; the other barely mentions Konrad or the book at all but makes claims on Konrad's character without reference and are a stretch. Where I don't doubt that Gibson might have developed the character with this in mind (although there is no mention of the dualism of Toaism in his character nor in either of the citations) there is not enough to warrant so much about it in the character biography. In fact, what Konrad perceives, is implied to be the same thing as Laney and Hardwood see as a Nodal point based on the information of cyberspace and which Rei Toei, Silencio, Chevette, and Rydell have all imperceptively gravitated towards.
Also, I'm not sure Konrad is such an important character to have his own Wikipedia entry as much as say Laney, Chevette, or Rydell who were main characters in two novels and Konrad is a minor supporting character in one, with less print even than Fontaine or even Silencio.
