Query about translation edit

The term "胡服騎射" is translated in the article as "Wearing Barbarian Uniform and the Use of Cavalry in Battle", but doesn't "騎射" mean horse archery? Shouldn't it therefore translate as "Wearing Barbarian Uniform and the Use of Horse Archers in Battle"? My Mandarin is rather rusty though, so I can't be sure.
