A biography of Kim Mueller is "notable" as defined by Wikipedia's notablility criteria for several reasons, including:

her appointment as just the second female magistrate judge at the Sacramento Division in the 42 year history of the Eastern District is notable and of interest to many
she has been the subject of secondary source material published by the Sacramento Bee and the Sacramento County Bar Association
as a local politician of a large metropolitian area, she received significant press coverage, appearing in the Sacramento Bee 532 times during her 5 years in office concerning topics other than herself
her position as a Federal Magistrate Judge is a first-level sub-national political office
she was more than just a council member, during her tenure she served as vice-mayor and chair of the city's budget panel
she was considered a favorite for a seat in the state legislature prior to choosing to go to law school
