It refers to the co-author of the first census of Vanuatu who was also a senior Colonial Administrator in the closing years of The British Empire who, by his own admission, had a "career closing the Empire down" after the change effected upon Britain by the 2nd World War and the rise in demands for self determination by colonies.

The supposed conflict lies in me being his son however, I think that I have provided factual information only.

Hi, you need to prove notability using reliable sources that can be verified. Quoting the family, as you do, does not cut the mustard, I'm afraid. Plenty of civil servants organise plenty of things as "firsts" (my brother, for example) but are not notable in the context that Wikipedia uses. Examples of reliable sources would include non-trivial reports in newspapers, books etc. They do not need to be online. You can contact me on my talk page if you want further advice regarding this.
As for COI, well, you really should not edit this article regardless of whether your contributions are factual or otherwise. After all, if they were not factual then they would be deleted, period.
