Be that as it may, without a release of the copyrighted materials, it is still a copyvio. The uni can release copyright by following the process set out at WP:IOWN but even then the article will have to be made more neutral as it is rather promotional in tone. If they asked you to create the article, you have a conflict of interest and will have to be very careful when editing the article, to maintain a neutral point of view. – ukexpat (talk) 16:54, 20 May 2010 (UTC)Reply

No, all you have done is remove the link to the PDF on the uni's website. The problem is that nearly all of the text of the article is lifted, word for word, from that copyright material and it is therefore a copyrght violation, for whatever purpose it is written. – ukexpat (talk) 17:56, 20 May 2010 (UTC)Reply
Yes, you misunderstood. It is not the link which is in violation of copyright; it is the material from the link which is violation of copyright. As reviewing administrator, I have begun removing it. For the most part, there's no point in giving us permission, because the general praise of the accomplishments of the university during his tenure is not appropriate content for an encyclopedia, though perhaps some of it could be listed in a sentence or two. His academic accomplishments also need a rewrite; since I frequently work on articles of this nature I am doing this. What would really help the article , though, is the addition of a photograph, for which we would need a copyright release as explained above. DGG ( talk ) 18:05, 20 May 2010 (UTC)Reply
