Fair use rationale for Image:GlenEiraLogo.gif

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Past and current Glen Eira councillors section

I am wondering if there is an experienced tables editor who would be able to update the councillors names in the Past and current Glen Eira councillors section of the City of Glen Eira article. I am not yet conversant with table creation/edits.
The missing information is the list of current councillors. I have sourced those from the council website (current councillors) and they are:
Camden Ward: Michael Lipshutz (Deputy Mayor), Mary Delahunty, Thomas Sounness
Rosstown Ward: Margaret Esakoff, Karina Okotel, Neil Pilling (Mayor)
Tucker Ward: Jamie Hyams, Oscar Lobo, Jim Magee
They were elected for a four year term in October 2012.
