first & last name? edit

I know that in different cultures the concept of first & last names is not always the same as in "Western culture", i.e., "given" and "family name". But I find some contradictions and would like to know the opinion of people who may know better. For example, on chess.com and elsewhere, he is referred to as "Dr. Bassem" which would mean that "Bassem" would be his last and/or family name, and/or the name strangers (not personal friends) would address him with. However, on other databases they use the opposite convention: see e.g.

PS: Why is this article in "low importance chess articles" (and other "low importance...") when it is about the best chess player of the whole continent of Africa, who won several times against the 5x US Champion Hikaru Nakamura? — MFH
