I think this is not a place, but a social background. The Great Shav' (sometimes also Great Shabi) were the serfs of the Jebtsundamba Khutughtu, as opposed to the other commoners who were either serfs of the banner nobles or subjects of the Manchu emperor. The families belonging to the Ih Shav' lived dispersed among the general population. There were some exceptions, though, for example I think the Darkhad west of Khövsgöl nuur were all part of the Great Shav'. But Tserendorj is not from Khövsgöl. As pointed out above, the Darhad Ih Shav territory was west of Lake Hövsgöl, not in Selenge. And Tserendorj is not from Hövsgöl. That does not mean he was not born into the Ih Shav'. Most of the Ih Shav' did not have any assigned territory, it's subjects just lived in the normal banners, only without paying taxes or doing corvee labour.
