MeropeRiddleTrying to submit this under free-use will likely not be accepted. There's often a consensus to leave an BLP without a picture if no free image can be obtained. You may consider writing an article for Wikinews. They are more accepting of news articles and have a generous free-use policy. Try getting @DebraTice's attention on Twitter. If you get permission to release CC-BY then you can post the twitter status message on your upload request.
