Presumably, this is telling us that this was out-of-date. China currently has 22 golds, so it has been done.

Discrepancy as of the official medal standings edit

It has medal standings based on most medals, most golds and alphabetical. Because the medal tables are not official (it being on the official website doedn't make medal tables an official thing), I think it makes most sense to use the most common sorting method, which is still most golds.
