Skills Competition now affects the 3-on-3 All-Star tournament edit

This year, The division team that wins the Skills Competition then gets to pick its opponent for the All-Star Game, and whether they play in the first or second semifinal.[1] Thus I recommend that the section on the Skills Competition should appear earlier in the article, before the sections on the All-Star Game itself.
