Place Clichy, if a category is empty, it is subject to being tagged for CSD C1 (by any editor, not just me). As I explained in my other comment to you, the deletion is delayed for four days in case there is a dispute about the tagging or a category was emptied out of process (see WP:CFD for details about that). It is not unusual for an empty category to be tagged and, in the intervening 4 days, articles are added to the category and the tag is removed. LizRead!Talk!18:36, 11 December 2015 (UTC)Reply
@Liz: Thank you. I would have removed the tag myself, if it didn't say the following: "do not remove this notice from pages that you have created yourself. If you created this page, and you disagree with the given reason for deletion, you can click the button below and leave a message, explaining why you believe this category should not be deleted."
