I made this priority outline after gaining experience from editing many cities, The structure is what has been laid out by the Wikipedia:WikiProject Cities/US Guideline with some additions. I wanted a discussion about the outline before it was put into general use. Before anyone makes any changes to the colored headers (priorities) that are outlined I prefer to see consensus reached.
