Request reason:

I have been blocked probably because my IP is in the same range as Hassan Guy. However this is my only account and I have no connection to this guy what so ever. If you look at my past editing history you will notice that my style of editing and the articles that I have edited are no way connected to this guy. I am also not involved in any kind of vandalism or disruptive editing what so ever. As Hassan guy is from the same country as me there is a pretty good chance that my IP is in the same range as him due to same ISP's. Further more if I happen to be causing some kind of disruption to this community it is totally unintentional and I am sorry for that. I am always willing to accept my mistakes and fix them. Reverting adamgerber's edits without summaries was a mistake and I accept that. I stopped reverting the article because I realized that it was not right to do so. Then I even took it to the talk page where adamgerber and me had a discussion. I will be glad if you could remove this block so that I can continue to positively contribute to this community.

Accept reason:

Based on evidence presented by Bbb23 below I am satisfied that a reasonable doubt exists in this case. As such I will be unblocking you shortly. In the event that you are in fact not Hassan Guy, I apologize for the error. Ad Orientem (talk) 18:36, 21 July 2018 (UTC)Reply

There is no similarity between his and mine editing except in the nuclear triad section. As far as the regional powers section is concerned I was just trying to get help. There is nothing wrong with it. If it wasn't for my efforts the case would have never reached to a proper conclusion and the edit wars may have continued. Usman47 (talk) 17:28, 21 July 2018 (UTC)Reply

Do you understand that you have revealed that you and Hassan Guy locates to same place and even share same IP? As for the edit war on Regional power, you are the reason why it ever took place since you were adding poor sources and reverting to your version all time. Orientls (talk) 17:40, 21 July 2018 (UTC)Reply

I said it was a possibility that my IP can be in the same range as him. I never said that I am him because I am not. If you look at my past edits you would notice that I have tried my best to provide as reliable sources as I can and when they are not enough I back off because I know that I am wrong. That's why the nuclear triad article is not reverted back by me to what I wrote because I knew it is not enough to prove that Pakistan has a complete triad. Even in the regional power section after reverting it first time I took it to the talk page where we had multiple discussions on whether my sources are reliable or not. Please don't blame the edit war on me. I backed off when I knew that my sources are not good enough. Usman47 (talk) 17:48, 21 July 2018 (UTC)Reply

It appears that you have been canvassing—leaving off-wiki messages in the form of emails to a biased set of users to notify them of an ongoing RFC and subsequently influence the concerned article. Only, friendly on-wiki notices are allowed with the additional constraints that they should be limited and nonpartisan in distribution and should reflect a neutral point of view. Please do not indulge in off-wiki messaging which near-certainly espouse a certain point of view or side of a debate and which are selectively sent only to those who are believed to hold the same opinion as you. Remember to respect Wikipedia's principle of consensus-building by allowing decisions to reflect the prevailing opinion among the community at large.Continued violation of the policy will lead to a revocation of editing privileges.Thank you. WBG: Note that it was not I who initiated the email, I was replying to a query about the RfC. Anyhow, I am thinking to post notices on the India and Pakistan projects to invite wider input from knowledgeable editors. Usman47 (talk) 14:31, 4 October 2018 (UTC)Reply
Can you kindly clarify as to who initiated the email and what was the locus of discussion? I find it quite hard to believe that an editor with no tangential interests in these topic-area would appear out of nowhere, mention some random non-canvassing-email (about that very topic) and go on to put a !vote on a heavily polarised discussion. WBGconverse 14:36, 4 October 2018 (UTC)Reply

I got an email from nadeem mentioning that he saw my vote on the rfc and he wanted to know if I had any good sources about this article. So I mailed him back. That's all. Usman47 (talk) 14:55, 4 October 2018 (UTC)Reply

Given there is no difference between [1] and [2] it is reasonable to say that earlier you were recruiting users from defence.pk as well as Wikipedia for edit warring on Regional power, and after coming off from a block you have been engaging still engaging in canvassing and this time by mailing Wikipedia editors for this article.
After block, you emailed Mar4d for help on this article, per your own admission.[3] According to Nannadeem you emailed him for this article.[4] Given your history of canvassing and any other user won't go around mailing people about a discussion they have no interest in, it is clear that you emailed Nannadeem.
Overall, I have checked your contributions on here since the beginning of your account. They can be summarized as addition of images uploaded by you in violation of copyrights (on Commons than adding them here), restoring edits of Hassan Guy, violating copyrights,[5][6] and engagement in off-canvassing, personal attacks and edit warring for Regional power. This is a standard message to notify contributors about an administrative ruling in effect. It does not imply that there are any issues with your contributions to date.

You have recently shown interest in India, Pakistan, and Afghanistan. Due to past disruption in this topic area, a more stringent set of rules called discretionary sanctions is in effect: any administrator may impose sanctions on editors who do not strictly follow Wikipedia's policies, or any page-specific restrictions, when making edits related to the topic.

For additional information, please see the guidance on discretionary sanctions and the Arbitration Committee's decision here. If you have any questions, or any doubts regarding what edits are appropriate, you are welcome to discuss them with me or any other editor.
