Hi Rishigangoly, I see you proposed a new article. It's always good to do that! If you wish to be given an opinion regarding your article, my suggestion is to create it in a subpage of your userpage, such as User:Rishigangoly/Resource-based economy, so that you won't be bothered by new page patrollers and speedy deletion tags. Once you have completed it, you can ask for an opinion on WP:FEED.
However, from a very cursory look, it seems that your article may contain original research, which is not permitted under our guidelines: all bits of info in an article should be verifiable, attributable and covered in reliable sources. At the same time, Wikipedia shouldn't be used as a soapbox or to publicize something that's not yet notable, in order for it to become notable.
