Assistance I need an experienced cobtributor that can put me through on how Wikipedia actually works as I have being getting speedy deletion notification and recently my userpage was blocked Pls I need help

My user page was block because I was said to be sockpuppeting and that the previous user with my IP address name Mjerahmeel was previously blocked I would like to clearly state that I have no access to that user page as I have never come across it except from the time I received this block action.
