October 2014 edit

  Hello, I'm Mcmatter. I noticed that you made a change to an article, Tibbia College, but you didn't provide a reliable source. It's been removed and archived in the page history for now, but if you'd like to include a citation and re-add it, please do so! If you need guidance on referencing, please see the referencing for beginners tutorial, or if you think I made a mistake, you can leave me a message on my talk page. Thank you. - McMatter (talk)/(contrib) 18:10, 11 October 2014 (UTC)Reply

Your recent edits edit

  Hello and welcome to Wikipedia. When you add content to talk pages and Wikipedia pages that have open discussion (but never when editing articles), please be sure to sign your posts. There are two ways to do this. Either:

  1. Add four tildes ( ~~~~ ) at the end of your comment; or
  2. With the cursor positioned at the end of your comment, click on the signature button (  or  ) located above the edit window.

This will automatically insert a signature with your username or IP address and the time you posted the comment. This information is necessary to allow other editors to easily see who wrote what and when.

Thank you. --SineBot (talk) 19:58, 4 December 2014 (UTC)Reply

copyright question edit

Hello, Mayank.94. I appreciate your interest in helping out with Khukhrain, but I need to ask you quite urgently where you got the text you placed here: [1]. I know you did not create it just now, as I have found it in this book and this website. If you are not the author of this content, we must establish immediately that is public domain or compatibly licensed and acknowledge the copying in accordance with Wikipedia:Plagiarism or remove it in accordance with copyright policy. If you are the author, and it was published on another website or book, we will need to verify that. If you copied it from an earlier version of the article or another article, we can deal with that as well. --Moonriddengirl (talk) 20:27, 4 December 2014 (UTC)Reply

Sorry Moonriddengirl I have not mentioned mentioned this book or this site it was edited by a someother user i have made some edits by the official website of the civil aviation ministry (india). But I will look into this matter and will do the needfull. Thanks Mayank.94 (talk) 20:46, 4 December 2014 (UTC)Reply

Moonriddengirl I dont think that there is any need for any copyright request or changes in this article because most of the material is sourced for the official government site that is free to public. Mayank.94 (talk) 20:51, 4 December 2014 (UTC)Reply

Mayank.94, I have removed the text for now, pending identification of the specific source. :) You added this text about an hour ago, in this edit. Can you tell me exactly where you got it? I'm afraid that not all material from the government of India is public domain, even though it is all publicly accessible. I can go into more particulars about how you tell a bit later. For now, though, since it has been published in a book and on another website, I need to know where you got it. Was it on the government website somewhere or somewhere else? I can't find it in the links you used. --Moonriddengirl (talk) 20:56, 4 December 2014 (UTC)Reply

Moonriddengirl Here have a look http://www.civilaviation.gov.in/MocaEx/faces/orgsetup.jspx?_afrLoop=28716139390341776&_afrWindowMode=0&_adf.ctrl-state=24yvgrnmy_14 and let me know Mayank.94 (talk) 21:05, 4 December 2014 (UTC)Reply

Thank you! The precise link is very helpful; it's good to use those when you add content as well. It doesn't like that is content we are able to use, unfortunately. It would be really nice if all government of India content was public domain, but much of it is not - while copyright rules of 1957, section 52(q) excludes as copyright violations the "reproduction or publication" of certain government works, they explicitly require the retention of certain materials in subsection (ii). Reproduction in the absence of these materials is regarded as a copyright violation.
Specifically, it says that the following are not copyright violations: "(q) the reproduction or publication of-
   (i) any matter which has been published in any Official Gazette except an Act of a Legislature;
   (ii) any Act of a Legislature subject to the condition that such Act is reproduced or published together with any commentary thereon or any other original matter;
   (iii) the report of any committee, commission, council, board or other like body appointed by the Government if such report has been laid on the Table of the Legislature, unless the reproduction or publication of such report is prohibited by the Government;
   (iv) any judgement or order of a court, tribunal or other judicial authority, unless the reproduction or publication of such judgment or order is prohibited by the court, the tribunal or other judicial authority, as the case may be;
With respect to Acts of Legislature, it even forbids translations in any Indian language if the Government of India is offering one for sale, unless published with disclaimer:
   (r) the production or publication of a translation in any Indian language of an Act of a Legislature and of any rules or orders made thereunder-
   (i) if no translation of such Act or rules or orders in that language has previously been produced or published by the Government; or
   (ii) where a translation of such Act or rules or orders in that language has been produced or published by the Government, if the translation is not available for sale to the public: Provided that such translation contains a statement at a prominent place to the effect that the translation has not been authorised or accepted as authentic by the Government;
(See page 35 of that pdf.)
Acts of Legislature are the primary sticking point, but note, too, that the law suggests that copyright protection does exist when a court, tribunal or judicial authority has forbidden reproduction of reports and judgements" Literally, the "unless" clauses in (q)(iii) and (iv) nullify the header: "52. Certain acts not to be infringement of copyright. -(1) The following acts shall not constitute an infringement of copyright..."
This material says "Managed by Tata Consultancy Services and Hosted by National Informati Centre Services Inc.(NICSI)." Even in the U.S., where all federal works are public domain, material by consultants may be copyrighted, and I'm afraid that NIC material is generally not public domain. See [2]: it can only be reproduced with prior permission, and modifications are expressly forbidden. This is incompatible with Wikipedia's Terms of Use, I'm afraid, as we can neither prevent modifications nor require prior permission. All of our content must be free for modification and reuse without further restriction than provided in our licenses. :/
This is one of the things that makes copyright work somewhat difficult. It would seem to make sense that public information can be freely added, but usually it cannot. Most content we find on the web is copyrighted, and where material is copyrighted we can only copy brief, clearly marked quotations from it. All other information must be in our own words. If content is public domain (and we can verify it), we can copy it, but even then we are required by Wikipedia:Plagiarism to make a note that the content is copied, not just sourced externally.
Wikipedia:Copypaste can be helpful reading there. It links to a number of helpful policies and guidelines.
I'm sorry that the content has to be removed, but given the particulars of Indian copyright, I'm afraid we have no choice, unless we can prove that particular text is not copyrighted. --Moonriddengirl (talk) 21:50, 4 December 2014 (UTC)Reply

Moonriddengirl
Thanks but i see this as a serious matter because i've seen so many articles as you stated as copyright material.
what should we do about it. And on this particular site i've seen their copyright policy they have stated that
#Contents of this website may not be reproduced partially or fully, without due permission from Ministry of Civil Aviation. If referred to as a part of another website, the source must be appropriately acknowledged. The contents of this website can not be used in any misleading or objectionable context. Mayank.94 (talk) 22:08, 4 December 2014 (UTC)Reply

I'm afraid that anywhere we find copied content that doesn't conform to copyright policies, it needs to be removed or rewritten. If the content is public domain or compatibly licensed, we can keep it, but it needs to be modified to conform to Wikipedia:Plagiarism. Some sources do release their material - most content by the U.S. government is free for use. But many surprising sources do not. I've always been disappointed for instance that the United Nations does not. --Moonriddengirl (talk) 22:12, 4 December 2014 (UTC)Reply

Supporting Indian Wikipedia Program resource distribution edit

In 2017 - 2018, the Wikimedia Foundation and Google working in close coordination with the Centre for Internet and Society (CIS), Wikimedia India chapter (WMIN) and user groups will pilot a program encouraging Wikipedia communities to create locally relevant and high-quality content in Indian languages. This program (Code name: Project Tiger) will:

(a) Support active and experienced Wikipedia editors through the donation of laptops and stipends for internet access and
(b) Sponsor a language-based contest that aims to address existing Wikipedia content gaps.

The objective of the program is to provide laptops and internet stipends for existing editors who need support to contribute more actively. 50 basic model Acer Chromebooks and Internet stipends for 100 contributors are available for distribution. Provided resources are the sole property of the beneficiaries and should be used for the betterment of the movement.

If you're an active Wikimedian, and interested to receive support from this project, please apply. It will take around 10 minutes of your time, and will ask descriptive questions about your contribution to Indic Wikimedia projects.
