I believe the article does meet the notability guideline. It is a topic of national prominence in the Philippines, as evidenced by the material from the controversy with the Philippine Communist Party. It has received significant coverage, from reliable sources. The article is well sourced and objectively written. The sources cited are independent of the subject, except where it is the citation of his peer-reviewed scholarly research.
