Hello. I wanted to let you know that I reverted your edits to Wikipedia:Articles for deletion/Foswiki because the discussion has already been closed. I've also tagged Talk:Foswiki for speedy deletion since there is no article to correspond with it. I just wanted to explain why I did that. I see that you've already asked Deskana for advice who can give much better advice than I can, but I'll just say for a website to be included in Wikipedia, it would have to meet the criteria located at WP:WEBSITE. Please no redirects

If I understand you correctly, you suggest, that a redirect from Foswiki to TWiki should be installed. That would be the opposite, of what all people who stand behind Foswiki would want. I am confident, they would rather remain with no article, than with a redirect to TWiki. This is in no way, what represents the project, that wants to be independent from TWiki. Did you know, that about 20 developers went through thousands of lines of code to erase every single mention of TWiki and rename it to Foswiki, because they wanted to avoid trademark issues with Peter Thoeny, who claims to own the TWiki trademark? It needn't be a redirect from TWiki to Foswiki. E.g. the existing article TWiki could be renamed to TWiki and Foswiki. Even if you don't like it, it's in many ways the most efficient arrangement. There isn't much you can say about TWiki that doesn't apply to Foswiki as well, and vice versa. If we cover both in a single article it's the best guarantee that our information is neutral. Otherwise the two articles would mostly be edited by the respective developers (or users) and would tend to contradict each other. Wikipedia has processes for eventually obtaining a relatively objective compromise version in such a case, but the processes don't work if the opposing parties manage to avoid each other.
If the deletion review had started with your post I think there would have been a reasonable chance of success. But it's still a borderline case. (Wikipedia has a bias for sources that are easily accessible online, but against blogs and other "alternative" sources.) And Wwwolf3 has taken great pains to make sure that any margin of discretion is used against the Foswiki article. If you know that user you should consider contacting them so that they can strike their initial comment (using <s></s>) and apologise. This might help.
If it fails you will have to wait at least half a year and until there is additional coverage. Preferably in mainstream sources such as computer magazines that also have a print version. If there is an article only in the print version then that's also fine. It should be very easy to get a full sized article into certain specialised magazines such as de:freeX. (The publisher already has a book on TWiki. I think they are very open to article submissions from the readership, but if an article was written by a project member that might become an issue here.) The best thing would of course be if you could convince the author of an existing TWiki book and their publisher to create a new edition specifically about Foswiki or about both wikis.
