My understanding is that G13 is for AfC drafts rather than userspace drafts, which come under MfD instead. Being mainly a list of potential sources, I think the page not does violate WP:NOTWEBHOST/WP:UPNOT/WP:COPYARTICLE/WP:STALEDRAFT and would satisfy WP:UPYES, so deletion would not be warranted (also relevant: related RfC from earlier this year).
