Ramesh Singh Kushwaha

Can you explain why you keep on adding Ramesh Singh Kushwaha's name in the Siwan city article? All I can see is that he is associated with Siwan district through his constituency Ziradei and his residence. His name is already there in the district article and I can't find anywhere in the person's article that he is associated with the Siwan city.
