Austronesians, ethnic Malay, and Malay people/race

These are not all identical concepts - of course it is correct that they are similar and linked, but the terms are are not identical and interchangeable. Please familiarise yourself with the distinctions that wikipedia makes between Austronesians, Malay people/Malay (ethnic group), and Malay race. In the Old Malay language article, you are actually linking to Malay (ethnic group) when it seems you mean Malay race, but actually should be leaving it as Austronesians. The first paragraph in each of these two articles - Malay race and Malay (ethnic group) are quite clear. thanks --Merbabu (talk) 01:27, 24 October 2009 (UTC)Reply

Cebu article and cities

Hello. Kindly refer to the Cities in the Philippines article to get a clearer picture on the relationship between independent cities and their former provinces.

Becoming a highly urbanized city (HUC) necessarily entails becoming legally independent from any political supervision by the province, as stated in the Local Government Code (LGC) of 1991; therefore all cities in this category (which include Cebu City, Lapu-Lapu and Mandaue) are no longer administratively part of the province they previously belonged to.

Lapu-Lapu City, having been recently declared highly urbanized, is still served by the officials (governor and vice governor, 6th district SP members and congressional representative) it helped elect in the 2007 elections until 2010 because they are legally obligated to. However, starting from the day the highly urbanized city status was ratified by voters of the city, the provisions of the LGC regarding HUCs applied to Lapu-Lapu City, making it independent from the province despite still being served by provincial officials.

Mandaue, like Lucena City, was permitted by section 452c of the Local Government Code of 1991 to retain provincial voting rights, but it still remains independent from Cebu because its Sangguniang Panlungsod legislation is no longer reviewed by the Sangguniang Panlalawigan of Cebu, and it does not share its tax revenues with the province. Nor does Cebu province receive its internal revenue allotment (IRA) share with Mandaue's (or Cebu City's, or Lapu-Lapu City's) population and land areas taken into account.
