Indic script

I note you have been adding local names to the lead sections of articles such as Karadiya and Karadiya Rajputs. This is contrary to the consensus at WP:INDICSCRIPT that the lead section of an article should not contain any regional or Indic language script. How to create an article

Firstly, please put new posts at the bottom and do not over-write other editors posts.
Secondly, please sign all posts on talk pages with 4 tildes ( ~~~~ ) which will add your signature and a timestamp
To answer your question "How can i create a new Wikipedia article and page. ??"

Firstly you need to be sure that the subject is "notable" in Wikipedia's meaning of the word - has the subject received significant coverage in reliable sources that are independent of the subject?
Not passing mentions, but a book or major newspaper or magazine article
Not a blog, or user edited website, like Wikipedia or IMDB or your personal "knowledge"
Not press releases or the subjects website or comments from people related to the subject in any way.
If so, then please check out the specific requirements at our notability page which includes additional requirements depending on the subject - be it a person, or a company, or a place etc.
If you think it still qualifies, please read WP:Your first article and start your article at WP:Articles for creation.

Discretionary Sanctions

  The Wikipedia community has permitted administrators to impose discretionary sanctions on any editor who is active on any page about social groups, explicitly including caste associations and political parties, related to India, Pakistan, Sri Lanka, Bangladesh and Nepal. Discretionary sanctions can be used against an editor who repeatedly or seriously fails to adhere to the purpose of Wikipedia, any expected standards of behavior, or any normal editorial process. If you engage in further inappropriate behavior in this area, you may be placed under sanctions, which can include blocks, a revert limitation, or an article ban.
