I don't know if this is the proper way to reply to you. Here goes nothing.

I am a student and was just starting a particularly busy semester when I uploaded that. Additionally, the notable person depicted in the file I am trying to upload (and the bearer of the rights) is running a senate campaign right now and has been especially out of reach. I have been meaning to have his aide get back to me but I haven't had the chance.

Delete the file if you must but I can get the proper email forwarded to keep this picture up if given enough time!
