I've opened a discussion topic at Talk:Oxford to Bicester Line#Future to discuss what should go in this section of the article. I see that nobody gave you the Wikipedia "welcome' template so perhaps you were not aware that 'notes' such as the one you put in the article [and I deleted] are considered inappropriate for the article page.
